They are presented as a &quot;necessary&quot; modernization, without explaining the why or the wherefore. The result is predictable: confusion, fear, and internal resistance.\n    <\/p>\n    <p>\n      In public administration, teams operate under high levels of responsibility, administrative burden, and strict regulations. Even a small change in systems can affect the daily work of dozens of people. When the impact is not properly explained, the immediate effect is stress, anxiety, and mistrust.\n    <\/p>\n    <p>\n      Imagine a realistic scenario: a city council revamps its case management system to improve traceability and connect various platforms. In the second week of implementation, complaints, user errors, and even anxiety-related absences would almost certainly arise. Unions might demand the project be halted &quot;until job security is guaranteed,&quot; and the technicians would revert to the old system out of inertia.\n    <\/p>\n    <div class=\"rr-infobox\">\n      <p>These types of situations are documented by the <a href=\"https:\/\/www.femp.es\/\" target=\"_blank\" rel=\"noopener\">FEMP<\/a> In their reports on local innovation, they point to a lack of support and communication as the main causes of resistance to change.<\/p>\n    <\/div>\n    <div class=\"rr-quote\"><p><strong>AI is implemented through technology, but it is consolidated through people.<\/strong><\/p><\/div>\n    <h3>How to avoid it<\/h3>\n    <ul class=\"rr-list-check\">\n      <li>Communicate from the beginning what specific improvement the change brings: fewer repetitive tasks, more operational time.<\/li>\n      <li>Involve staff representatives in pilot tests.<\/li>\n      <li>Provide practical, not theoretical, training: how it helps in everyday life, not how the algorithm works.<\/li>\n      <li>Celebrate visible results: reports written in less time, fewer errors in files, better traceability.<\/li>\n    <\/ul>\n    <div class=\"rr-compare\">\n      <div class=\"rr-card rr-card--bad\"><h3>Unaccompanied implantation<\/h3><p>Abrupt change, lack of information, anxiety, and internal rejection.<\/p><\/div>\n      <div class=\"rr-card rr-card--ok\"><h3>Implementation with change management<\/h3><p>Clear communication, progressive training, and trust in the process.<\/p><\/div>\n    <\/div>\n  <\/section>\n  <div class=\"rr-block-spacer\"><\/div>\n  <hr\/>\n  <div class=\"rr-block-spacer\"><\/div>\n  <section class=\"rr-container\" id=\"b2-digitalizacion\">\n    <h2 class=\"rr-underline\">2. Confusing digitization with intelligence<\/h2>\n    <p>\n      Many municipalities have made a tremendous effort to digitize processes. But digitization is not the same as automation, and automation is not the same as applying artificial intelligence. The confusion between these three levels explains a large part of the institutional failures.\n    <\/p>\n    <p>\n      As the <a href=\"https:\/\/oecd.ai\/en\/dashboard\/policy-areas\/public-sector\" target=\"_blank\" rel=\"noopener\">OECD in its report on AI in the public sector<\/a>, Digitizing does not equal making intelligent: without analysis, governance, or human supervision, systems end up generating more burden than efficiency.\n    <\/p>\n    <p>\n      A common example: an AI tool for citizen services is acquired with the hope of reducing workload. The system answers basic questions correctly, but it doesn&#039;t understand administrative language or regulatory exceptions. Within a few days, citizens lose trust, and staff have to manually review each response. The workload doesn&#039;t decrease; it increases.\n    <\/p>\n    <div class=\"rr-quote\"><p><strong>Digitizing is not automating. Do not prepare control structure or roles<\/h2>\n    <p>\n      Another common mistake is implementing AI projects without an institutional structure to govern them. Each department acts independently: communications uses a tool to draft memos, IT tests a document classification model, and the environment experiments with predictive analytics. No one coordinates or validates the results.\n    <\/p>\n    <p>\n      AI projects need a <strong>cross-cutting governance structure<\/strong>, even if minimal: a technical committee, a commission or a responsible figure that ensures coherence and validation.\n    <\/p>\n    <div class=\"rr-infobox\">\n      <p>The <a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/library\/ethics-guidelines-trustworthy-ai\" target=\"_blank\" rel=\"noopener\">European guidelines for trustworthy AI<\/a> They recommend establishing oversight mechanisms and defined roles as a basis for ethical and effective adoption.<\/p>\n    <\/div>\n    <h3>How to avoid it<\/h3>\n    <ul class=\"rr-list-check\">\n      <li>Create an AI governance table with profiles from ICT, Secretariat, Communication and service areas.<\/li>\n      <li>Establish clear roles: who designs, who validates, and who maintains.<\/li>\n      <li>Document flows and results from the beginning.<\/li>\n      <li>Train middle managers in AI assessment and traceability.<\/li>\n    <\/ul>\n  <\/section>\n\n  <div class=\"rr-block-spacer\"><\/div>\n  <hr\/>\n  <div class=\"rr-block-spacer\"><\/div>\n  <section class=\"rr-container\" id=\"b4-proveedor\">\n    <h2 class=\"rr-underline\">4. But without internal expertise, control is diluted. Case study<\/h2>\n    <p>\n      Let&#039;s consider a medium-sized municipality that decides to automate part of its building permit registration process using AI. The system, well-intentioned, is launched quickly, without a technical committee or staff training.\n    <\/p>\n    <p>\n      In this situation, it&#039;s highly likely that within two weeks there would be complaints from the technicians, errors in the classifications, and a climate of widespread distrust. The unions would demand a halt to the project until &quot;reliability is guaranteed,&quot; and the public would receive inconsistent answers.\n    <\/p>\n    <p>\n      The problem wouldn&#039;t be the technology itself, but how it&#039;s implemented. With a different approach\u2014a coordination committee, human validation, and ongoing support\u2014that same system could be effective. <strong>could become<\/strong> in an effective tool. It would free up time on repetitive tasks, guarantee traceability, and increase the quality of service.\n    <\/p>\n    <div class=\"rr-infobox\">\n      <p>The <a href=\"https:\/\/www.redciudadesinteligentes.es\" target=\"_blank\" rel=\"noopener\">Spanish Network of Smart Cities (RECI)<\/a> It includes similar cases where the key to success has been internal support and cross-functional coordination.<\/p>\n    <\/div>\n  <\/section>\n  <div class=\"rr-block-spacer\"><\/div>\n  <hr\/>\n  <div class=\"rr-block-spacer\"><\/div>\n  <section class=\"rr-container\" id=\"b6-checklist\">\n    <h2 class=\"rr-underline\">6. Our conclusions<\/h2>\n    <p>\n      Artificial intelligence projects in public administration don&#039;t usually fail because of the technology. They fail because <strong>They are not accompanied by change management, structure, and real governance<\/strong>.Algorithms are the easy part; the complex part is aligning people, processes, and responsibilities.\n    <\/p>\n    <p>\n      The good news is that these errors are avoidable.
